Doctor of Public Administration
Program Information
The University of Baltimore offers the Doctor of Public Administration (D.P.A.) at the Universities at Shady Grove in a convenient, weekend format.
The D.P.A. is an applied research degree program dedicated to providing public-sector and nonprofit managers with the substantive skills, knowledge and values to lead public and nonprofit organizations. The curriculum emphasizes the theoretical and historical foundations of the field, the statistical and analytical techniques of the field, financial analysis and the interpersonal and social skills required to communicate organizational goals and performance standards.
Why study public administration?
Public administration spans the arenas of government, nonprofit organizations and third-sector organizations. Given the concentration of public-sector and nonprofit employees working and residing in the D.C. metropolitan area, having a strong education in this discipline will enable residents to better prepare themselves for an advanced career.
What is the weekend format?
Students have the opportunity to complete the program in a combination of weekend courses and online courses. The onsite courses at Shady Grove are offered on six selected weekends (Saturdays or Sundays) within a 15-week semester. Elective courses are available online or in conjunction with UB's M.P.A. program, also being offered at USG.
Admission Requirements
To be considered for admission to the D.P.A. program, an applicant must have obtained a master's degree from a regionally accredited university or college and meet the admissions criteria of the School of Public Affairs.
A completed application packet contains:
- a completed application form with the appropriate application fee
- two official transcripts from all colleges or universities attended
- three letters of recommendation, at least one of which should be from someone familiar with the applicant's academic potential
- a resume showing significant managerial experience (a typical student will have at least five to 10 years of significant management or related experience)
- a personal statement of at least 1,000 words explaining the applicant's general philosophy of management and reason for pursuing this degree
- scores from the Graduate Record Examination (GRE) or, with the director's permission, scores from another similar examination.

Admission Deadlines
Admission is for the fall semester only. Complete application packets must be submitted to the University by April 1.
Tuition and Financial Aid
Students enrolled in this program are charged the same tuition as those attending the University of Baltimore, but may have differing fees based on home campus. Financial aid is available to students and is administered through UB. A limited number of scholarships is available.
