General Information

The safety of its students, staff, and faculty is a top priority of the administration at the Universities at Shady Grove. The University has taken numerous steps to improve and enhance security related services on campus. The purpose of the public safety portion of this website is to provide informati on about the variety of security related resources offered here at USG.

The campus is staffed 24/7 with security personnel. They are responsible for staffing the information desk in Building III and patrolling all three buildings, grounds, and parking lots. They also monitor the closed circuit camera system which covers the grounds of the campus.

The campus is also served by police officers from the Montgomery County Police. These officers regularly patrol the parking lots on campus and are responsible for responding to calls for police services.

How should I report a crime on campus?

All crimes should be directly reported to the Montgomery County Police by dialing 911 from any campus or cell phone, this is especially crucial when reporting a crime in progress. In addition, you should notify the on-duty security personnel by dialing 6065 from any campus phone or 301.738.6065 from a cell phone or outside line.

What should I do in case of an emergency on campus?

You should immediately remove yourself frrom any dangerous areas and then call 911. In addition you should notify the on-duty security personnel by dialing 6065 from any campus phone or 301.738.6065 from a cell phone or outside line. Emergency and/or Weather Related Closings

In the event of inclement weather or other emergency conditions, you should follow delays and closures for the "Universities at Shady Grove" rather than any individual participating USM institution. Closures and delays will be sent over the e2Campus notification system, as well as being reported on local radio and television news stations. You may also call USG at 301.738.6000 for recorded updates related to closures or delays. You can sign up for the e2Campus system by going to Emergency/Information Alert Systems.

Universities at Shady Grove H1N1 Flu Preparations for Fall 2009

H1N1 Preparedness Letter to USG Community

September 1, 2009

  • The Universities at Shady Grove (USG) response to an H1N1 occurrence flu will be managed by the Incident Response Team (IRT). The IRT will meet as needed as issues unfold. The IRT will provide guidance in accord with the CDC Guidance for Responses to Influenza for Institutions of Higher Education during the 2009-2010 Academic Year.   • The Director of Student and Academic Services, will be the primary contact with the Montgomery County health officials, Maryland Department of Health and Mental Hygiene (DHMH). UMCP's Director of the University Health Center will be consulted with for issues related to this and all other health emergencies, including contact with Centers for Disease Control and Prevention (CDC), and the World Health Organization (WHO).

  • The campus will rely on the University homepage and text message system to post regular updates on campus conditions. Please visit the following page if you are interested in enrolling in the USG e2campus alert system, http://www.shadygrove.umd.edu/alerts. The University has existing communications resources that can be mobilized for quick response as necessary. The Director of Marketing and Communications will be responsible for utilizing media relations as additional means of communicating with all USG constituencies.

  • USG is a multi-institutional campus and as such must communicate with all partners, including the 9 University System of Maryland (USM) institutions, USM Administration, Montgomery College and the Montgomery County Public School system that offer classes at the campus, as well as, conference clients on a case-by-case basis. A communication tree will be developed by the IRT.

Prevention

  • Have hand sanitizer dispensers in all buildings near the main entrances, library, café and conference center.

  • Encourage faculty, staff and students to carry their own hand sanitizer and make available for purchase at campus book store.

  • Maximize the number of people vaccinated for the seasonal flu. USG will work with the Montgomery County Health Department and UMB's School of Nursing to provide flu shots onsite at USG, as possible.

  • Have high-touch water fountains, bathrooms and doorknobs cleaned with the recommended appropriate cleaning supplies periodically throughout the day.

Education

  • Provide educational posters relating to hygiene (e.g., hand washing, cough etiquette) for public spaces frequented by large numbers of faculty, staff and students. Provide fact sheet on flu prevention strategies to USG community via the website and letter from Executive Director.

  • During the fall semester, work with partner campuses to have peer educators at display tables by the USG Café to distribute hygiene information and answer questions.

  • Send an e-mail message in September to faculty, staff and students from the Executive Director encouraging them to be careful, practice good hygiene and stay home when they think they are ill with flu.

  • Put a link on our home page that directs you to information on USG's Public Safety page.

Continuation of Service

  • Encourage faculty and staff from USG and all participating institutions to take precautions to stay well, but also encourage them to have back up plans for covering their classes/essential job duties should they become ill.

  • Encourage participating institutions to have their faculty consider how they can adapt their courses if large numbers of students are sick, including how attendance policies might be adjusted should significant numbers of students become ill and consider whether and/or how students can make up missed classes, assignments, and exams.

  • Encourage participating institutions to have their faculty establish class e-mail listservs so they can communicate consistent messages. Online teaching platforms, alternate forms of instruction and contact (e.g., WebCT, blogs, podcasts, conference calls, etc.) should be pursued where feasible. USG technology staff currently support these technologies and will provide additional assistance as necessary.

  • Be prepared to implement a "social distancing" protocol that allows only classes and essential group gatherings.

  • Have all units consider how they will function/provide services with fewer staff, noting restrictions of hours and service levels if necessary.

Treatment

  • USG does not have an onsite health center. As such, all individuals utilizing the campus should seek treatment from their individual health providers.

  • Make available surgical masks as appropriate to the campus community.

Emergency Preparations

The cornerstone of any emergency and operations preparedness are the policies and procedures that dictate action during critical and high stress incidents. These policies are designed to provide a framework for actions to be taken by both staff and students during emergency situations. They are not designed to cover all contingencies and fluctuations that may occur, however they are designed to allow flexibility as emergency situations evolve.

The policies contained in this manual are not all inclusive and the system is designed to expand or contract as emergency procedures evolve both on the local and national level. In addition they are designed to be compliant with the National Incident Management System (NIMS) which governs operational procedures during critical incidents.

The nature of the Shady Grove Campus, one not having its own Police force, mandates these policies must frequently rely on staff members taking on multi-dimensional roles and the assistance of off campus and contracted resources. These resources include, but are not limited to; contracted security personnel, the Montgomery County Police Department, the Montgomery Department of Fire and Rescue, and the University of Maryland at College Park.

It is the goal of the policies contained in this manual to create a consistent and reliable response to critical incidents. They are designed, with few exceptions (due to confidential material), to be available to all members of the USG community, both staff and students. Responding to critical incidents can only be successful if the entire community has knowledge of and understands responses during emergency situations.

This Safety & Security publication is compiled and distributed annually in compliance with the Clery Act and contains crime statistics and statements of security policy. Annually, prior to October 1st, current students and employees are sent an email message providing them with a link to this brochure and notification that the current edition of the Safety & Security publication has been posted on the Universities at Shady Grove website. Printed copies may be obtained from the 24 hour security desk located in Building III.

The Universities at Shady Grove initiates timely warnings to the campus community of crimes that are considered by the institution to represent a threat to students and employees. Warnings, in the form of Crime Alerts, are initiated in a manner to aid in the prevention of similar crimes. Crime Alerts will be posted on the Shady Grove website, distributed by electronic mail, physically distributed in the form of a flyer, and/or brought to the attention of appropriate media for information dissemination.

With few exceptions, a daily log is maintained that records crimes reported to the University and/or the Montgomery County Police Department. The log contains the nature, date, time, general location, and, if known, disposition of crimes. Entries are made and updated within two business days of the report or update. The log is available online or can be viewed at the office of the security director (3123 Building III) As mandated by the Clery Act, the University publishes an annual crime statistics report which is set forth in this publication.

In addition to offenses reported to the University Security or the Montgomery County Police Department, the report may contain offenses reported to University offices and officials including: The Office of Student and Academic Services; The Office of Human Resources, and The Director Facilities Management.

The Universities at Shady Grove e2Campus system allows the University to contact you during an emergency by sending text messages to your:

  • E-mail (school, personal, other)
  • Cell phone
  • Pager
  • Blackberry type device.

When an emergency occurs, authorized senders will instantly notify you using the e2Campus alert system. You will be connected to real-time updates, instructions on where to go, what to do, who to contact and other critical information. In addition to emergencies this system can be used to communicate weather, traffic, and other information.

In addition to the text alert system the University maintains several email listservs designed to communicate critical information to students faculty and staff. This system will be used to notify the community of emergency situations as well as past crimes that could present a future threat to the community.

Lastly the University can use its telecom system to send out a "broadcast" to all phones on the system. This is in the form of a recorded message.

Escort Service

The University security officers provide escorts to and from parking lots or between buildings. You can request an escort by calling 301.738.6065 or by stopping by the security desk in the lobby of Building III.
