Job Summary: This newly-established position will serve as the primary Human Resource contact for the Universities at Shady Grove (USG). It will provide all College Park and USM Human Resources liaison services to USG, including Recruitment, Benefits, Personnel, Payroll, Classification & Compensation, management of PRDs, and Professional Development. This position will report to the Director of Administrative & Financial Services, and will work with Senior Staff to provide advice and assistance with all matters relating to personnel.
Duties:

Research, interpret and respond to any inquiries regarding application of College Park and USM Policies & Procedures.�� Coordinate personnel requirements of USG with UMCP human resources offices with regard to recruitment, training, payroll & benefits. Coordination of all hiring for full-time, part-time and hourly staff, to include student workers and work-study, as well as oversee employment contracts, job searches, hiring & orientation, employee counsel, terminations, tuition remission, employee classification, benefits, as well as other HR-related transactional responsibilities. Prepare salary comparison charts for merit & COLA increases annually, and assist in BPM input of data. Review & process all daily transactions in ARS and PHR, including new hire documents, time entry adjustments, payroll adjustments, terminations, salary changes, and payroll calculations. Develop and conduct periodic orientation sessions. Monitor staff development activities for all employees and propose/coordinate onsite sessions. Provide training needs assessments, as needed. Other duties as assigned, to include but not limited to Benefits fairs/enrollments, Maryland Charities Campaign, Savings Bonds Campaign, tuition remission, PRD coordination, and Outside Professional Activities Reporting.

Qualifications:

Bachelors Degree required (Business, Human Resources or related field preferred), Four to six years of experience, in an administrative or HR field. Working knowledge of human resources policies, practices, and procedures; basic mathematics including ratios and percentages, Ability to determine staffing needs ,ability to interpret and apply human resources policies, practices, and procedures; to provide guidance and instruction; to organize data and present clear, concise reports. To oversee entire employment process including recruitment, interview process and hiring. Candidate needs to analyze jobs and job requirements for recruitment, selection, classification, and training, to communicate effectively both orally and in writing. Have the ability to communicate with managers in a timely fashion; to maintain poise and courtesy under pressure; to handle confidential matters with discretion and tact. Skill planning work and supervising others; skill in organizing and executing multiple assignments under specific time constraints Knowledge of modern office practices, procedures, systems, and equipment; ability to use automated systems, computers, and related software to facilitate assigned work.
